==The Pirate Values==

The pirate values in Neo-Piratism are the following:

*Propagation of classical pirate views like reforming/eliminating copyright and patent laws, supporting transparency and digital freedoms.

*Unlimited free speech/expression and right to self-determination in the party and the government under a civil libertarian constitution.

*Decentralization and direct democracy sustained by free open source blockchain technologies.

*Establishing a free market economic democracy and evolution towards gift economy by supporting cooperative and indie development models

===Crticism of Pirate Codex===

While Neo-Piratism accepts the values in the Pirate Codex as genuine pirate values, they are seen too general and not enough at all for a real political organization that is required to represent particular socioeconomic and domestic policies. For example, its not enough for a party to define itself as "fair-minded", which is a very general and naive identification that can be used by any political party regardless its orientation. According to Neo-Piratism, the Pirate Codex should adhere to at least big tent libertarian values.

==Governance of Pirate Party==

According to Neo-Piratism, a pirate party must have separation of power in its governance and a strong administrative structure to sustain the pirate values. In the constitution of Pirate Party Turkey, the roles of general secretary and president are extended on a cooperative manner to secure the status-quo within the party while balancing each other.

For the security and continuity of the party, a pirate party administration should set a clear example to the party members and symphatizers while allowing everyone to get involved in the organization rather than closing itself to other people by fear of securing pirate parties. The Pirate Parties implementing isolationism and collective leadership generally have very weak governance and complicated bureaucracy.

===Factionalism===

Neo-Piratism suggests that the pirate parties allow factions within, which would enable a better grassroots political environment for discussion of policies while securing the status-quo party administration by making any opposition transparent and accountable.

===Democracy===

Neo-Piratism supports direct democracy within the party by allowing unlimited free speech in the pirate community groups (which plays an important role at seeing people's demands and being accountable to them as party leaders) and adoption of democracy software that makes referendums easier.

===Positive Strongmanship===

Neo-Piratism is in favor of a positive strongman theory, that a person who can overcome hardships faced by the party and its subordinates should be nominated for higher positions by the party administration, naturally rewarding their merit and hardwork. It shouldn't be mixed with meritocracy as there is still the democratic process of decision making within the party.

==Identity Politics==

While being in support of unlimited personal freedoms and progressivism, a Pirate Party should be against to the identity politics as it pushes the party to authoritarianism and outside of main Pirate Values. As a response to the main way of progressive policies set to support identities, Neo-Piratism suggests supporting freedom only, which enables everyone to have rights in the community. This policy is initially named Liberty First, where personal freedoms are said to be the only solution to identity crisis.

==Economy==

Neo-Piratism is in favor of big-tent libertarianism, thus supports less to very little government involvement in trade. Its not capitalist neither, not supporting big companies to own most of the capital. The economic policy of Neo-Piratism can be determined as left libertarian, where worker cooperatives (which are seen to be more effective than corporations) are encouraged in a free market economy.

Neo-Piratism also emphasizes the gift economy in long term, where exchange of valuables are not sold but done on a non-profit voluntary basis. Best example of gift economy can be free and open source software development, where the incentive is not profit but development of the product and even the process of enjoyment itself, where alienation of labor is not a thing.

This is the summary of first congress of Pirate Party Turkey held in 15 August 2021.

==Context==
===Opening===
Video of PPI that congratulates PPTR's refoundation and is shown. Later on, General Secretary Tan S. Akıncı gave opening speech to inform his resignation from that post, and declared his candidacy for presidency.

===Elections===
Elections for posts of general secretary and presidency are held. Mehmet Ali, only candidate for general secretary got elected to the post with %100. Tan S. Akıncı supported by left-wing and Ekim Atay by right-wing factions of the party got %50 of the votes therefore became co-presidents.

===Issues===
The situation of division between 2 Pirate Parties is discussed with the members. The decision is that the new PPTR needs to find ways of dialogue with the old party and if not must replace it on all national/international organizations that once included the party.

About the organization of the party, a youth wing and diverse working groups to decentralize the leadership were formed. Arda Yiğit got appointed to the presidency of Genç Korsanlar (Young Pirates).

==Aftermath==
The Tan-Ekim cabinet got dissolved over the discussion of voter fraud in election of Ekim Atay just 2 weeks after the congress and Tan became the sole president of the party. Due to disagreements with Mehmet and Tan, Mehmet was asked to resign from general secretaryhood and got replaced by Ahmet Bayram.

After hearing their experience and gathering their suggestions, the party tried to synthesize the pirate ideology to local culture and finally started the movement on the net. The website and pages in various social media platforms are opened to appeal to the biggest audience possible. In addition to that, a Pirate Bulletin is opened over Google Groups. === Third Generation (2021-current) ===
Tan Siret Akıncı, with the support of Mehmet Şafak Sarı, started a mass refoundation campaign of Pirate Party in Turkey by calling old pirates and new digital freedom movements. By participation of various people from different backgrounds, Tan quickly formed a Refoundation Comittee responsible for administration of the party until a proper constitution is set. By short amount of time, the new Pirate Party got attention of various groups, mostly anarchists, which joined the party and made up a big part of the community. At first there were no major disagreements within the group, but as the party started to do stuff the opposition arose. The first disagreement was about if making elections was generating a dictatorship of the majority or not. It was also asked if Refoundation Comittee was democratic or not. By having such disagreements, a group of anarchists led by Rojen Zaman found a secret splinter group named Pirate Movement and acted together on discussions happened in the Pirate Party community. The group withdrew and its members left the party when a flamed discussion about PKK occured after Refoundation Comittee showed solidarity with Turkish government against the terrorist organization.

=== Civil Rights and Liberties ===
Pirate Party of Turkey (PPTR) favors the civil right to information privacy and reforms of copyright, education, computer science and genetic patents as well as promotion of copyright and usage/development of free software. PPTR promotes in particular an enhanced transparency of government. PPTR is a community existed to defend the internet as a realm unrestricted and free of phishing. For global, free and open internet, The PPTR will keep on organizing and supporting protests against the mechanisms of censor, and mechanisms which help to control and trace online privacy.

=== Civil Disobedience ===
According to PPTR, civil disobedience movements located on the internet, tries to attract the attention about the concerns and priorities about the fundamental rights and freedoms. The PPTR supports freedom of expression with regard to the to basic ideas, arguments and intellectual viewpoints are motivated by the concept of freedom of information. PPTR is impartial, independent and does not include any form of hierarchy and existed through the motive of “defending freedoms”.

=== Transparency of Politics ===
The Pirate Party Turkey (PPTR) (Korsan Parti Türkiye) is a not yet officially formed political party movement in Turkey. Third (current) PPTR is not supported neither financially nor physically by any form of institutions/ foundations, while Pirate Party Movement (Korsan Parti Hareketi), the inactive remnant of second PPTR, is tied to TBID and not transparent about its transactions.

PPTR’s actions are performed by individuals who are not “satisfied” with the announcements and explanations of BTK and TIB (the institutions operating the censor mechanisms) and also who tries to tell the world their positions against censorship. PPTR thinks that more transparency reduce the corruption. Politicians controlled by the people shall be better. All transparency ends where privacy starts.

The party opposes the dismantlement of civil rights especially on the Internet and other means of communication. The Party also opposes Turkey’s view on Internet censorship and various measures of surveillance of citizens.

1. Kenan shared with us the information he gained about European Union funds and foundations during his trip to Brussels last week. Accordingly, the importance of personal data to gain and the project design taking into account the funds to be allocated for it were discussed.

2. Solutions regarding the association's address were discussed. It was discussed that the rents of the mailbox offices are approximately 350 TL per month and we can find resources from our environment for this. It was decided that there are more than one non-governmental organizations that have an address at the Office (?) And that Kenan and Şevket, who can communicate with the venue, talk about the issue with the owners of the venue. According to the speech we passed after, the address subject was not detailed because of the possibility that the establishment of the association was after the fund-finding phase with the project.

3.It was decided to obtain information about the address of the establishment of the association and the authorized signatories from the accounting of the associations of the Canaans.

- Short term action plan

Decisions:
* What to do with the financial resources remained in former administration? Erdem stated that it isn't needed to be mad about it. Others are in favor of getting party resources back from Şevket Uyanık.
* What have we done so far, and what can we do more? Places that are decided as physical meeting locations are: BKS, Dünyada Mekan, Bubi vs.
* Its decided that we need to do different stuff from the past administration, but we can keep the Pirate label.
* Serhat stated that its possible to restart the meshnet project he had talked before.
* Yasin stated that we need to act like PPI (2016), being apolitical and doing technic stuff.
* Başak stated that PPTR should take better notes, but it was too late.
* Erdem stated several stuff such as:
* The need of explaining PPTR's values to independent media such as 140journos, which he has an upcoming project with
* PPTR can use platforms such as Facebook live to transmit propaganda
* The evolution of videos from statements to public meetings that include streams with various people

The last part of the meeting did prooced by distributing tasks as:
- Erdem: Live streams from periscope every week
- Serhat and Başak: Sharing more Youtube videos, starting the Meshnet project by creating a budget and reigniting the martial arts project
- Yılmaz and Yasin: Organizing a PGP workshop and educational material. Making events for liberating Android phones and website development

1. Kenan shared with us the information he gained about European Union funds and foundations during his trip to Brussels last week. Accordingly, the importance of personal data to gain and the project design taking into account the funds to be allocated for it were discussed.

2. Solutions regarding the association's address were discussed. It was discussed that the rents of the mailbox offices are approximately 350 TL per month and we can find resources from our environment for this. It was decided that there are more than one non-governmental organizations that have an address at the Office (?) And that Kenan and Şevket, who can communicate with the venue, talk about the issue with the owners of the venue. According to the speech we passed after, the address subject was not detailed because of the possibility that the establishment of the association was after the fund-finding phase with the project.

3.It was decided to obtain information about the address of the establishment of the association and the authorized signatories from the accounting of the associations of the Canaans.

4. Together with all these initiatives, we decide that the “X-year plan” to be drawn up beforehand is our benefit for the determination of the association and duty holders; therefore, everyone should plan projects and events until the first meeting day, and prepare them for the meeting with concrete participation plans about the tasks they will take in all these events. was given.

- Erdem: Live streams from periscope every week
- Serhat and Başak: Sharing more Youtube videos, starting the Meshnet project by creating a budget and reigniting the martial arts project
- Yılmaz and Yasin: Organizing a PGP workshop and educational material. Making events for liberating Android phones and website development
