Bailey: Can anyone join or just Italians?
Anyone can join. What we want to create is a network for joining people. Our focus is to connect people together. So anyone in the world is welcome to join.
Carlos: How long has the organization been around?
For now our funding comes from donations. The association members and external as well. Since we are more of the hub. Our funding will be more focused on a case by case basis. It depends on the initiatives that we are focusing on. Since we are a small organization and a small hub, we do not require many donations. As far as the scope, if you want clarifications, what we want to do is connect realities and individuals. If they have the need to connect to the intl. movement too, such as patents concerning agricultural issues, they otherwise might not have the means to do that.
Gilles: In a nutshell it's an Italian/global think tank for Pirate ideas?
Not really a think tank, bt we try to give resonance to Pirate thoughts already out there.
We don't want to set rules. We want to set a precedent for what is already there in the Pirate movement.

Budget Proposal

Bastian has provided us with a spreadsheet with the budget proposal. He'll upload it to the cloud so he can present it live with presentation.

The balance is presented. The budget was revised, as prior funds exist in our account that have not been used, such as for TT4. We need to make sure that the money is there and it is not used for another event.
The remaining budget is 457 euros. If we have a surplus, perhaps we can use this money to set up a shop, which has been a goal of ours for many years.
Questions for the Treasurer?
Mike comments thanks to Bastian for managing the finances well, and he hopes that Bastian will continue the responsibilities.
Gregory: This is only temporary budget. When we have to vote on a regular one?
Bastian: We have to vote on this budget today, but we should remember that it is a provisional budget until the next GA. We need a budget so we can spend money.
Gregory: When we have a new budget, we can vote on it, at the next GA.
Carlos: We need to vote on this budget, but I second that we need to vote on a regular budget at the next GA.

The PPCZ’s proposal is that: The GA assigns a task to the CoA to assess the situation and come up with solutions in time before the next GA.

Austria has a comment that there should be an automatic demotion to observer member, and any of such parties could be reinstated at the quorum of the GA upon confirming their existence.
Mike states this would require a statute ammendment.

Motion #2: Logistic Pirate Group

Carlos Polo speaks on the proposal: We need one global strategy of communication, all parties need to pool their content and share it with everyone. To create a unified image of the PPI. Make sure that we can communicate and centralize.
Matteo: How do we make sure whether members comply?
Carlos: If we have mandate, then we can find the right way to make this commission work. At least one board member will be on the commission.
Mike: I am not clear on how this is different from what we are already doing. Can you clarify?
Carlos: One single communication strategy.
Mike: f it is requiring a complete renovation, it is a utopia. This could be a deep renovation of how parties are run.
Carlos: I don't think we want to intervene. We want to help. Now that we have new countries are joining, they could receive a big help. We don't want to intervene, but we want to assist the countries do things better.
Henry: My issue is that I appreciate the shared values but our parties play a part in distinct culture. Having some "Pirate Parties for Dummies" is ok, but I don't get the proposal itself.
Carlos: I see a situation where we will centralize information, and where parties can take what they need at the right time. This is a way that we can become transparent, with our central Paypal account that could be spread around the world. This could improve our image. We want to see how we can affect society...
Manuel: I think it is a good idea to consolidate our efforts for general guidelines as tools to reach out better with our methods in the movement. However, I was looking at the report of the board, and when they referred to the standing committee, some of the functions that this motion contemplates are found in the committees. Social media engagement, advertisement, image bank... Wouldn't it be a better idea for the goals of the logistics group extend just to the committee?
Carlos: I am open to discussion, but I would like to have common content. We want to help through social media do what is necessary to drive our imagination as we want it. For some part we will need help from professionals, and I know that there are people who are available to help us. It is a real important issue for us and our fight.
Alexander: I would like to support this motion, as we have very similar contributions on media and IT. Another suggestion on unified actions is in PPR's motion. More active activities and united activities are worth at least discussing. We need to vote more in this direction.
Gregory: This motion as it stands now .

Article 5, paragraph 6 states that every motion needs a title. This is not a statement that can be voted on yes or no. If the delegates would like to rephrase it as yes or no.

Ji Yong: I agree that there is a need for those parties that need help, and the established parties want to go with what they have. We don't need to streamline everything (e.g. getting everyone on the same color). I would like to see a motion that we want to have a logistics surface. I see a need for that. Perhaps it was intended slightly different than it was written down.
Carlos: The question is do we want to have a logistics group, yes or no? And if so then someone should be delegated this task on the board.
Roland: We're not the bigges fans of centralization. There are several groups already working on this. Organizing a working group makes more sense than a committee. We can start something like Trello instead. As it stands now, it's not fully understanding what tools are already available within the PPI.
Carlos: For the newcomers it's good to have access to what other parties already have. To help those who need it the most. For example Czechs might be able to share their know how and smaller parties like Venezuela might benefit.
Gregory asks for a final wording of the motion.
Mike: From the last explanation I believe I understand what is being proposed, but there already is a working group on the exchange of know-how.
Gregory: Working groups are from the General Assembly of 2015, so we don't need a decision to help groups as this is already there.
Stephanie: I note that we already have a lot of groups for new parties, such as working groups to help them. Creating a new group will complicate things a lot more than making them easier. Perhaps we should focuse more on the existing groups? In the wording of the motion, it sounds too strong. It is not just about helping parties, but centralizing the entire public relations which is too much.
Bastian: I think it's a good idea to have this motion in mind. Gregory's wording is clear. We can surely change the motion right now if we want.

Sjoerd: I did a small edit and rephrased the motion: "Is PPI prepared to voice that there is no room for abusers in the PPI and it’s members?" PPI should state that there's no place for abusers in its ranks. Pirates need to know that we won't stand for any kind of abuse.
Alexander: Abuse is usually based on a code of conduct. Here I think we need to coordinate a statement by Pirate Parties on internet abuse. Can this motion be created into an action then I think it is supportable. I saw a statement from Iceland about abuse in the European Pirates. If someone could share what happened, that would be fine.
Henry: Is there a formal grievance method within PPI?
Gregory: PPI has a Court of Arbitration that members are allowed to call. This is our dispute resolution body that we have in the statutes.

The discussion about chemical weapons we do not have an agreeement to be presented at the GA, but most of the motions were presented as translations. I already see that someone took the time to fix the English in the motions, so I will read them as were fixed.

PPI condemns governments’ actions worldwide using coronavirus as an excuse for more surveillance within national borders, including spying on citizens of other countries.

Governments take advantage of their rights and legal powers, enacting disproportionate methods, mechanisms, and technologies of surveillance upon people’s actions and intentions, violating their fundamental rights and freedoms. The efficiency of methods of coronavirus control is low or absent. However, there are alternative methods of coronavirus control.

Peter: It's just a statement.We can vote do we approve of this statement.
Stefanie: I have a question about the last sentence. The word methods is there twice and I'd like to know what methods are meant by this. Thank you.
Alexander: can't really react.
Stefanie: Are we talking about wearing a mask or other methods?
Alexander: It's about governments' abuse of the virus control to push negative agenda.
JiYong: I do understand the concern because at least in the Netherlands that if you're against some of the government's methods, you're risking to be associated with those that call COVID a hoax. Lot of the surveillance methods are worrisome and PPI should take a statement about it.
Henry: I believe that the statement is quite vague and different countries took different methods.
Peter: I am suggesting that since the last two sentences are sort of vague, we could just remove them from the statement, and it would still preserve the meaning of the statement.
Alexander: I can agree with that. These last two sentences are not required.

Alexander: Reads the motion.
Mike: I recommend writing the names of the company. It is difficult to write this for many companies. There are some companies, but I don't like the companies being named in this manner, because they are all evaluated in the same manner.
Peter: I'm not sure if on FB and Twitter whether this is happening. Obviously there are some statements on Twitter, and there are right-wing accounts that are blocked. Is it in the context of this?
Alexander: As far as I can tell, yes, Facebook and Instagram Russia is not pleased with their policies. Deleting accounts is not a good example.
Henry: Effectively it's not just social media. In my experience we need to expand it to conventional media. They also seem to support authoritarians.
Alexander: We can suspend voting, and we can recheck with the Russian proposer, such as dropping the last sentence naming corporations. It probably can be done, and we can return to this issue during any other business. I don't see social media as an essential part of this motion, since it is about corporations.

Alexander: For those who doesn't know, Belarus and Russia have a common "United State", something like the EU. We seek PPI's support relating to the Belarussian election:

PPI supports the people of Belarus in their will to live in an open and democratic state.
Mike: Expresses wholehearted support.
Gregory: What exactly does it means that we are willing to provide informational support.
Alexander: It means that we are also going to help people in Belarus find their way around censorship. We want to check about what is happening in Belarus, and also about giving information to people in Belarus if they need so.
Peter:: I would propose that we should start with "PPI condemns the Belarus' government..."
Henry: I'd like to add a change: call it "Belarus regime" instead of "Belarus's government", since it's not a legitimate government anymore.
Alexander: I'm fine with that. Better use "Lukashenko regime".
Roland: I have difficulties because we are not a political organization, and don't like us to be a political actor on a conflict that is perhaps going to kill people.
Alexander: We try to be metapolitical. We do not pretent to replace other political parties. We see that something is going on and we make a statement about it.
Peter: Can we remove the whole last sentence or just rephrase it?
Alexander: We cannot really translate the Russian original. Let's remove the last part.

Mike: I wanted to ask about the wording. There is something about the restoring of status. Were you a registered party in the past?
Alexander: Yes, but not for a long time. The wording may be changed, because political party registration requires a staged process. It could be worded a bit different way to get deeply into the formal registration process.

Peter: A comment about the wording. Instead of violent, it should be violate. I don't think it is clear that this is a statement that PPI makes or exactly what we are deciding on.
Mike: I think it should be rephrased, so we can vote yes/no.
Gregory: i remember that we had a very similar statement by Russian Pirates back in 2013.
Joe: (Asked a question that I could not hear.) Perhaps they can aspire...
Alexander: It is based on discussions happenning in Russia. I will accept all suggestions related to English language.
Gregory: The word "draft" might be a bit misleading.

The statement from 2013 includes discussion to include parties that do not have state funding and representation in parliament. It was a very specific statement that is different from the statement being made today.

Henry: Can we add states "and military"; especially pressing issue in Venezuela.
Mike: My problem is with the 3rd sentence. If we condemn all governments, I would rephrase it to some governments. It is not necessarily true that all governments do this. I would not imply that all governments are guilty even if they are not present.

Roland: I remind everyone that this is a GA and not a workshop, and please next time give us more time so we can discuss it properly in the Forum.

Alexander: This is our last motion, hopefully. Reads the motion:
  • Revised Motion: In order to create modern, digital, democratic society all over the world we need to coordinate our efforts. Governments in all countries try to regulate Internet to prevent free flow of information, political competence, inhibit civil activities, protect their corporations. Even very democratic countries have such regulations. PPI has to create toolkit for coordinated response of all member parties to such repressive regulations in any of countries of Member parties. Response should include explanation of inedequacy of regulation, impossibility to implement such regulation in local state, bringing negative effects of Internet regulations to public discussion and (if possible) to official political and international agenda.
Peter: I want to ask what PPI should do with this, make a statement?
Alexander: This motion says we should move beyond standing committees and create another one. We have a lot of regulations in Russian Federation, and usually governments look at each other. This motion is intended to help Pirate parties to spread the word that internet regulations should be made very carefully.
Carlos: Geneva is the place where new regualtions are made, voted on and elected on by the states. It's important to now for example to have a repository of internet regulations in all countries, so we know what they're about before they arrive to our countries.
Alexander: We just called it toolkit to avoid exact wording.
Peter: Is this something that you want to do, that you want PPRU, or that you want PPI to do? If PPI decides to do it, we need to decide if it is necesssary.
Alexander: I do not separate myself from PPRU. We are seeking PPI's support on this.
Carlos: Internet regulations affect lives. In Switzerland we have to recognize when these regulations are going against civil society.
Mike: A question for Alexander, a sentence about PPI creating a coordinated response of all member parties. What do you expect from PPI, or from the next board?
Alexander: Not just take a case for internet regulation, but also more tools and materials to explain what is going on. It could be extended from casinos to political issues. This information could easily be brought to your society. In the templates or public discussion action...
Mike: To me it sounds like a press agency which is outside of our capacity.
Alexander: You already have public information facilities. This gives you more advantage and PPI as a whole.
Henry: It's not just the regulations that are the problem, but also the lack of infrastructure, such as in Venezuela. Lack of infrastructure blocks people from having access.
Alexander: It's only about active actions of the state, not about things such as infrastructure.
Gregory: Can we get back to understanding of the text?
Carlos: The important issue is that we are talking about governments. This regulation will get down to every country who is signed on UN agreements. The idea is that when we have this information aside, we can help countries make decisions in civil society. We can assist countries work with the most important decision, internet governance. This is the most important issue.
Mike: PPI has to create a toolkit, which is an assignment for the board, and it is not clear. I am afraid at the next GA they will look at it. I have some idea of what it might be, repressions from the government clippings which would then be translated into multiple languages, but if that is what it is it should be stated as such. I can't vote for it as it is.
Alexander: Would you like it as a phrase. It is not clear enough on how we should report. We could use the word...
Mike: The fact stands that we are asking for something that is not clearly specified from the board.

JiYong : I think that we really have to be careful to put more work to the board; I suggest se move this to one of the standing commities so this won't be a board task and instead a common venture of all members.

Roland: I would ask the GA to vote on the motion or postpone it until tomorrow so people can vote work on it.
Gregory: i think the most responsible committee would be SCUBA. Would you agree for that decision?
Alexander: I don't think we could disagree with that. I don't think the motion could require from the board to do or create something. It is not clear to me what we will do with this motion.
Gregory: The idea is that we will ask the next SCUBA meeting to handle this proposal and to come up with something. And Russia is invited to help coordinate these activities.
Alexander: We would like this. It could be voted that the committee could not suspend the activity. If we start it then it will not be ceased. We understand that some of the committees should deal with it. We have to move forward, it is not clear how.
Gregory: The GA in 2015 established the standing committees, even though they got created later. Thus the motion can be put to one of them and will be discussed by it.

Abstentions are not taken into account, and we need a simple majority. According to article 6 of rules of proceedure. This is also referenced in the statutes in article 9.
  • Announcement from Bastian that he just transfered all money from the old Paypal (Belgian one) to the new Paypal account (PPI's).
Gregory: What about the recurring donations? Do they need to be transferred manually to the new account? Yes.
Alexander: I would like to suggest for the next GA that we might plan a workshop to discussing motions in advance.
Mike: I don't think we need a workshop for that. It's what Discourse is for. Let's just try to propose motions, especially complex statements like the Russian ones today, in advance, so we can all properly go through them and get the wording perfect. Thanks.
  • Old PayPal-Account was now available. Treasurer transfers 887,72 EUR to the new Account and secured all statements.
