The GA requests the Board to present Rules of Procedure for adoption at the next GA meeting. These Rules of Procedure will remain in force until amended by the GA by simple majority.

reasoning and motivation

There should be "fixed" rules of procedure which are based on best-practice experience from previous years, without loosing flexibility.

(*) Amendments may be changed by the proposing member and ordinary members may be allowed to propose changes to proposed amendments during a General Assembly as long as the implications of these changes are not beyond the proposed amendments that were announced beforehand.

reasoning and motivation

This allows to adapt proposals during the GA that may have slight orthographic mistakes, as well as those which are only critized due to certain details. A restriction to what was originally announced is necessary as to provide members the opportunity to decide whether they may not attend a GA.

(*) In the event of competing or conflicting motions over the same issue, a ranked vote, including the status quo, shall be cast in order to disambiguate the decision using an appropriate counting method chosen for the course of the voting process.

reasoning and motivation

This is one part of SAP-16 from Portugal. The Swiss delegation agrees that the change makes sense, but is not happy about combining it with the e-Democracy motion.

Title Decision on the membership fee for 2013

1. Each ordinary member shall pay to the PPI Headquarters the following membership fee as parts of nominal GDP per capita in their country: a) 1/200 base fee; b) 1/50 per supranational or national member of parliament within their membership; c) 1/500 per regional member of parliament within their membership; d) 1/5000 per local member of parliament within their membership.

2. The nominal GDP per capita is defined by the latest data from the World Bank [1].

3. If any political and financial benefits originating from a member of parliament are predominantly consumed by another political parties said member of parliament is not counted in the calculation of the membership fee.

4. If any political and financial benefits originating from a member of parliament are equally split with other political parties said member of parliament is counted only with the respective fraction in the calculation of the membership fee.

5. Each observer member shall pay to the PPI Headquarters half the amount due if it were an ordinary member unless said observer member is part of an ordinary member or a paying observer member.

6. The membership fee is due at the June 30, 2013.

7. The money originating from the membership fee must be spent in accordance with the budget accepted by the General Assembly.

8. The PPI board shall present full accounting data on the collection and expenditure of the money originating from the membership to the next ordinary General Assembly.

9. The lay auditors elected by the General Assembly shall verify the correctness of the accounting data and present their report to the next ordinary General Assembly.

reasoning and motivation

To sustain the operations of the PPI, some money is needed. This proposal allows for the collection of a membership fee fair to small and large, rich and poor Pirate Parties. It draws on publicly available data for the calculation and thereby eliminates an important source of disputes. It also specifies that the money must be spent in accordance with the budget and accounted for transparently.

Counter motion to proposals SAPs 8 and 9

1. General Assembly decides to hold within the next 5 months an extraordinary session focused on formulating, declaring and possibly amending into the Statuses the Goals of Pirate movement.

reasoning and motivation

We are not sure, about adding political goals into the agenda of PPI, but If we do so, we think there should be whole session dedicated to it, no just some random goals adding.

1. General Assembly decides to hold before next ordinary meeting an extraordinary session focused solemnly on clarification and "polishing" of Statuses. Rules of procedure of different bodies and other internal regulations may also be discussed and adopted on this session.

reasoning and motivation

Supposedly, many changes happened in Statuses not only on this session. There are clearly some artifacts from past times and there will be more. Only for this session, about seven purely "technical" changes was initially proposed and more was hidden inside another SAPs. Hopefully, the basics of the organization are set now, we can relay on them and focus on more internal regulations, if needed.

Holding a session oriented purely on our laws can be much helpful for next GA, as it may not be so oriented on Statuses and more on the initial Goals of organization - spreading awareness, communication, cooperation.
