MOP-1

Title No binding decisions for absent members by default

(Motion to) ask the General Assembly and Board not to make any decisions regarding members unable to be present unless explicitly requested by said members or regarding issues not requiring direct attention.

reasoning and motivation Considering that:
  • for the sound, democratic functioning of Pirate Parties International it is required that members are able to inform themselves,
  • it is preferable for many members to be physically present at General Assemblies,
  • this General Assembly has been announced no earlier than XXX (sic),
  • the Statutes clearly state a General Assembly is to be announced at least 5 weeks in advance both by invitation to members and by publication on the website,
  • decisions /do/ need to be made where further delay is unacceptable, and
  • credibility concerning the General Assembly and PPI is at stake when democracy is lacking within the decision making process

We propose to decide that there will be one or more online GAs per year.

reasoning and motivation

The GA should make long term decisions, so we should not vote on "when will the next online GA be" but on "how many of them shall we do in a given time period".

reasoning and motivation

This would take into account the small budget of newly found parties and those in formation. For the Pirate Party of Estonia this would mean a membership fee of 45,68 EUR, as we have 54 Members as of now.

reasoning and motivation The motion aims to

a) provide a frame that is not yet defined in the statutes b) which makes it possible to compare subsequent years among each other c) which provides enough time to the board till the next GA to create the required documents d) which provides enough time to the lay auditors to review the existing data for the next GA

Title quarterly report about accounting improvement progress

proposal ballot(s) Until the next GA, the current GA mandates the newly elected treasurer to report periodically on a 3-month basis (by the calendar quartals) to all members about the current state of the improvement of current and past accounting.
reasoning and motivation The motion aims to provide a mean to member to insist on a constant progress concerning the improvement of PPI's accounting.

MOP-6a

Title quarterly lay auditor review of accounting improvement progress reports

Until the next GA, the current GA mandates the newly elected lay auditors to review the data provided on a 3-month basis and discusses it with the treasurer. These lay auditors are then obliged to send an opinion report to all PPI members within three weeks.

reasoning and motivation The motion aims to provide a mean to member to insist on a constant progress concerning the improvement of PPI's accounting.
