This is the project charter for press work in PPI.

Overview

Project Description

We aim to build and run a press team with pre defined processes to be capable to handle all kind of media related triggers in a generic way. We want to institutionalize press work to finally increase our and our member's visibility in public.

Opportunity

Opportunity

The PPI lacks a defined and established structure for interaction with media. Interaction happens in an ad-hock mode, mostly reacting to journalists inquiries.

Background

As the pirate movement and the PPI are growing, the number of requests from media for information increase, and while this requests are being handled, there is no proactive press communications from the PPI.

Proposed solution

A established press team can handle effectively the requests from the press representatives and spread the news from the pirate movement to the world. Also, to empower the newly founded Pirate Parties, the PPI press procedures could be used by those Parties.

The PPI has established an effective and agile press team that is handling press requests in a fast and professional manner, and has a powerful instutionalized process on press procedures that are empowering the press team and PPI's members.

Requirements Summary

Scalability

With more members and increasing importance we must respond to more and more requests. This means that it must be easy to replace persons. Work must be distributed to several persons. Only responsiblity must stay at a single person with a deputy.

Simplicity

The tools and workflows must be easy to use (usability), easy to learn and easy to install (best case: no installation required). Also the processes should be as simple as possible so work is in the foreground, not administrative tasks. The processes need to be instutionalized that tehre is no dependancy on single persons.

Openness / Transparency

Participation must be easy. This means that the work must be transparent to our members. Because it might be critical to not release some information until a certain date and time we must foresee that work can also be done internally (confidential). This especially is important if we treat sensitive data which must not be published for data protection reasons. We also need to define the scope of the PPI press team.

We also need a good page for journalists (external transparency): Contact information (who is responsible for what kind of questions?), selected pictures (with license information), basic facts on PPI.

Reactivity

If proactivity for whatever reason fails, reactivity must be given. A press release is only important as long as the press is interested in the story. It must be possible to produce and translate texts in a fast way. This case should be as rare as possible - see Proactivity.

Proactivity

We try to be as proactive as possible. We shouldn't be surprised by media inquiries concerning pirate related events. In best case at the time of media interest we already finished or are working on a press release. Build a strong network to achieve this.

Quality

The Quality is one of the major concerns - we must assure, that the texts that we are communicating with the world are well written, and lexically correct.

Assumptions

  • Even though we can't rely on ad hoc support, we can assume that our members will help with certain tasks if we involve them from the beginning.
  • The members who want to benefit and help the PPI press team will appoint a designated person to work with this team (preferably from national press teams).
  • PPI Translation Task Force (TTF) can interlock with the processes of the press team.


Constraints

Community effect

Worst case scenario: Our press release call for participation fails. We must ensure that even in that case we can write a press release and distribute it autonomous.

Voluntary work

We rely on work of volunteers. If something happens, it might be that no one will have the time for the PPI. We also can not overload people with work, but need to take care, that individual team members don't get burned out.

Costs

We don't want to spend any of PPI's money on this.
