Keynote Speech
By Lilia Kayra Kuuymcu (Chair of PPDE) Dear Pirate friends, I am pleased to welcome you all to Germany and to be part of our international Pirate family, which has tirelessly championed freedom, transparency, and digital rights for many years. I hope that all of you have started the new year well and bring the energy and enthusiasm that this assembly deserves. The Pirate Party of Germany does not stand alone, we are part of an international movement that connects us across borders. Our work here in Germany gains its full significance through international exchange. The debates we engage in should be courageous and honest; through them new ideas can evolve, but always with the goal of working together and identifying the best solutions. Not only are we gathered here to elect a new board, we are also here to exchange ideas, and develop political solutions. This collaboration is not only important in terms of organization, it is an expression of our shared conviction that freedom and responsibility, knowledge and dialogue, must go hand in hand. The Internet and freedom of speech are under threat worldwide. Since the founding of the first Pirate Party in Sweden in 2006, we have clearly stated: the Internet must remain free. Today, 20 years later, this freedom is more threatened than ever. That is why we must not relent. Instead, we must work together to ensure that autocracies and dogmatic thinking do not succeed – that reason, maturity, and commitment, remain our guiding principles. These days are opportunites: for open discussions, for creative ideas, and for strengthening our international Pirate family. Let us use every moment to learn from one another, collaborate, and shape together the future we envision. I thank you all for your engagement, your ideas, and your passion. May this assembly become an inspiring chapter in the history of our movement.

1. Executive Summary The year 2025 was a period of significant diplomatic activity and internal consolidation for Pirate Parties International. Following the elections in January, the 15th Board focused on strengthening PPI’s presence within United Nations bodies, managing membership transitions, and ensuring the continuity of the global Pirate movement. Despite some administrative challenges regarding meeting quorums toward the end of the year, the Board successfully represented Pirate values on the international stage.
2. Board Composition and Governance The 15th Board was established during the General Assembly on January 11, 2025. A key priority was maintaining a full and functional leadership team.
- Core Leadership: The Board was led by Dr. Keith L. Goldstein (Chair), Gregory Engels (Vice-Chair), Sebastian Krone (Treasurer), and Alexander Isavnin (General Secretary).
- Personnel Changes: On January 28, 2025, Thomas Gaul officially stepped up from his role as an Alternate to become a full Board Member, ensuring the board maintained its maximum capacity.
- Internal Operations: The Board convened for 18 official meetings throughout the year. While operations were consistent for the first three quarters, the final quarter saw some difficulties in reaching a quorum, requiring increased coordination among the active core members. Leveraging its ECOSOC consultative status, PPI was highly active within the United Nations framework to advocate for digital rights and civil liberties:
- Internet Governance (IGF): PPI participated in the Internet Governance Forum in Norway (June 2025), focusing on workshops regarding decentralized web infrastructure and the protection of user privacy.
- Labor Rights (ILO): In July 2025, representatives attended the 113th International Labour Conference in Geneva. The delegation advocated for the rights of platform workers and addressed the impact of AI on the global workforce.
- Financial Transparency (UNODC): In October 2025, PPI provided expert perspectives at the UNODC conference in Vienna, highlighting the dual importance of blockchain transparency and the right to financial privacy.4. Membership and Political Advocacy
The Board navigated a changing landscape of member parties and global political challenges:
- Membership Changes: In June 2025, the Board processed the resignation of the Pirate Party of Greece. This event led to constructive internal reviews regarding the value proposition of PPI for its member parties.
- Political Statements: The Board issued various statements defending Meme Culture against restrictive copyright enforcement and advocating for digital sovereignty in conflict zones, specifically in the Middle East and Venezuela.
- Activism: PPI maintained its grassroots connection by participating in events such as the Hack the Promise Festival in Basel, promoting open-source solutions and hacker ethics.5. Strategic Outlook for 2026
The final months of 2025 have been dedicated to the preparation of the 2026 General Assembly. The Board is committed to a hybrid format, planning physical meeting hubs in European cities to complement online participation. - Preamble: As Pirates committed to universal human rights and free expression, we recognize the ongoing struggle in Iran against the Mullah regime's oppression as a beacon of resistance. The "Woman, Life, Freedom" movement embodies the fight for dignity, equality, and liberty – values that must not be selectively applied. Yet, as we condemn the regime's brutal censorship and surveillance, we must also confront similar dogmas in our own spheres: the "tamed net politics" exemplified by entities like HateAid, where "anti-hate" rhetoric serves as a pretext for institutionalized control and gatekeeping. This hypocrisy mirrors the selective outrage we see in some circles – loud against certain injustices, silent on others like Iran's plight. The PPI must lead by example, rejecting both authoritarian censorship abroad and dogmatic suppression at home, to maintain credibility in the global fight for digital freedom.
- Resolved:
- 1. The PPI reaffirms its unwavering solidarity with the Iranian people, calling for immediate EU-wide listing of the IRGC (Islamic Revolutionary Guard Corps) as a terrorist organization, comprehensive sanctions against regime officials, and active support for diaspora networks resisting regime influence and digital repression.
- 2. We condemn all forms of censorship, including the Iranian regime's systematic digital repression and Western "trusted flagging" mechanisms under the DSA that enable selective content control, as exemplified in the HateAid case. We urge member parties to advocate for reforms prioritizing resilient, pluralistic discourse over technocratic gatekeeping.
- 3. Member parties of Pirate Parties International are strongly encouraged to integrate universal human rights into their platforms without exception, fostering open, pluralistic, and resilient internal debate while avoiding selective activism that ignores regimes like Iran's or amplifies internal dogmas – ensuring our movement remains untamed, resilient, consistent, and credible.

- As Artificial Intelligence (AI) and Machine Learning (ML) become more deeply integrated into public infrastructure, the labour market, and judicial systems, the Pirate movement recognises both the transformative potential and the existential risks to privacy and individual autonomy. It must be ensured that AI serves as a tool for human empowerment, rather than a mechanism for social control or opaque corporate dominance.
We recognize the following Core Principles:
- 1. Algorithmic Transparency: Any AI system implemented within the public sector, or for significant private decisions (e.g. credit, employment, or housing), must be subject to an independent public audit. The underlying logic and training datasets must be transparent, accessible, and verifiable.
- 2. The Right to a ‘Human-in-the-Loop’: No decision fundamentally affecting a person’s legal status or livelihood should be made solely by an automated system. Individuals must have a legally enforceable right to a meaningful human review.
- 3. Prohibition of Mass Biometric Surveillance: We stand for global ban on real-time biometric identification (such as facial recognition) in public spaces by both state and private organisations.
- 4. Open Source as a Requirement: To ensure security and public trust, AI systems commissioned or used by governments must be based on Free and Open Source Software (FOSS).
- Proposed Action
- The General Assembly (GA) instructs the incoming 16th Board to re-establish a Standing Committee on AI Policy. This committee will coordinate international advocacy efforts at the UN and EU levels, esp. with the European Pirate Party, trying to ensure these principles are integrated into emerging global frameworks and regulations.
