4 - REPORTS

4.1 - Short reports of the board members 1)

Board

  • Bailey: Hi all, sorry I’m not here with you today but alas, my work schedule this week means I must sleep at this time. Zzzzzz. First of all, if someone would like to take my vote today, do it. I think you guys more or less know where I stand on things and whatever decisions you make, I’ll support it. Since our last board meeting I attended the DAO working group meeting as well as Pirate Beer. I did a little bit of Tweeting from the PPI account about various elections that took place over the last few weeks. I also attended PPDE’s international coordination meeting last week, which I hadn’t been to in forever so it was fun to drop by and tell our German friends all about the snap election we just had in Canada. I also wrote an invite for the SCENE meeting regarding the Google Ad Grant on October 13th, if you guys could have a quick look and make sure you find it acceptable, I can publish it later today (or if anyone else would like to publish, feel free). I also started working on an invite/announcement for the end-of-year GA, we just need to sort out the details such as when, where, etc. I’d like to suggest either the weekend of December 4th and 5th or the following weekend of December 11th and 12th. Keep in mind that PPEU is having their council meeting at the end of November. Shall we do this on Mumble again or is it possible to have it on BBB this time? Personally I’m good either way, but it’s something we need to decide. Additionally I'm still waiting on my valid photo ID to come in the mail so my apologies for the delay on that re: PPIHQ.

SCENE invite: https://etherpad.pp-international.net/p/SCENE_invite_Oct.13th

GA announcement: https://etherpad.pp-international.net/p/GA_Invite_Dec_2021

  • Gregory: I was cought up in election campaigning - I got 13349 votes, but sadly not enough to form a government ;). I have sent Bastian the financial statements. I have applied for WTO MC12 and we got accepted, now we need to figure out a delegation. I have submittier an endorsement for Alexander Isavnin for his candidacy for a seat at IGF MAG (the same as last year). I have attended the last SCENE meeting and have recruited Rick for the upcoming one. I have updated the iCSO database for the ground passes in Geneva, so that Carlos can go to meetings.
  • Dario: <Apologised for not being able to make it.>
  • Bastian:
All the financial information I have is on the PPI wiki. No access to the bank account and the Kraken (Bitcoin, Ethereum) until now.
I am finalizing next Treasurer's quarterly report
I received the paperwork regarding the Euro bank account from Bailey and forwarded it to Swiss bank (PostFinance). No reaction until yet (after 10 days).
I took care of the PPI tech as I do every day.
All systems are running fine, necessary updates are done ;-)
We will announce a one-hour shutdown within the next days due to server maintenance (new OS).
Attended DAO-Meeting and Pirate Beer
  • Manuel: not present
  • Mike: Very busy with the Czech election taking place this weekend. Fingers crossed. Very first results could be found here after 12:00 UTC on Saturday: https://volby.cz/pls/ps2021/ps?xjazyk=en; we even have some Pirates from abroad coming for the results party, from Austria, Slovenia and Romania. Otherwise, sadly, haven't done much - just submitted our application for the UIA conference (Prague in November). Attended the September Pirate Beer, missed the last board meeting though (was babysitting a group of Hong Kong disidents invited by my town hall > https://www.respekt.cz/rozhovor/hongkong-je-ted-ztraceny-budujeme-novy-v-zahranici). Also visited the Norwegian Pirates between September 3rd and 13th and helped them with their campaigning in Oslo a little bit. They didn't succeed in their election but their campaign was pretty interesting.
  • Dan: not present
  • Keith: I wrote an initial draft of a white paper for our concept DAO. I have not received a response back. I am concerned that technologically there are difficulties for them to integrate the voting mechanism with a side chain.
  • Carlos: not present

Alternates:

  • Svein: not present
  • Ji Yong: not present
  • Thomas: not present

5.1 - Proposals

Proposal: Clarify the rules of proceedure for the board.

https://wiki.pp-international.net/wiki/index.php?title=PPI_Board/Rules_of_Procedure
  • Point 5a:
Motion
Do we approve the rules of proceedure for the board quorum and delegated voting rules?
*
  • Add line to §1 Board meetings
5. If 3 board members (including alternate board members) are present the board makes quorum.
  • Add line to §5 Votes'
10. If 3 board members (including alternate board members) are present, unanimous votes are necessary to approve a proposal. If 4 votes are present, 3 votes are still necessary to approve a decision. If more members are present, a majority of votes are necessary to approve the decision, with a minimum of 3 affirmative votes.
  • Add line to §5 Point 5b:
:5.5. Board members may delegate their vote to another specific board member, or they may delegate their vote to an alternate board member. The most senior ranking alternate board member will take the first delegated vote, and each additional delegated vote will be given to the next in line. No alternate board member can hold more than one delegated vote. All board members who cannot attend should delegate their vote in advance.
  • This is a preliminary vote, and we will vote on it again at the next board meeting to respect all other members opinions.
Yes : Keith, Bailey, Bastian, Mike, Gregory, Dario
No :
Abstain :
Result: The motion is passed. we have new RoP.

We need to update the Wiki. Mike will change the Wiki.

Pirate Interns Program

Prior discussion and some informal programs have existed for interns within the Pirate movement. An online international internship program under the framework of PPI is needed to create entrepreneurial innovations that represent Pirate ideals, fostered by the experience of our leaders and motivations of younger generations.
We need Pirate leaders who will volunteer to guide an intern. Requirements for being a Pirate leader are that you currently serve as a representative of a PPI member or observer party and will meet with the intern for at least 30 minutes once a month for an online conversation about the intern's project. Other qualifications to become an intern leader will be considered by the board.
We also require competent interns who will take an interest in the program. Requirements for being an intern are that you are currently enrolled or recently completed ongoing education studies, and your application was accepted by the board. Other qualifications to become an intern will be considered by the board. Pirate intern should agree to serve as leaders upon completing their projects. All interns should have a project in mind that they would like to achieve with guidance from the Pirate leader. Some examples of topics for projects include the following: editing an online news website such as the Pirate Times, creating digital infographics for social media, developing a mobile application, setting up a new non-profit organization, coordinating volunteer work for an at-risk community, and serving as a representative for UN activities such as at ECOSOC.
Interns and leaders will present their project after approximately one year. Graduates will receive a diploma, and their projects will be published on our website.

Motion: We create an online application form in Limesurvey, and we advertise the form calling for Pirate Interns Program interns and leaders on our website and all media.

Submitted by Keith

Perhaps mentors is a better word.
Gregory voice some doubts about the minimal time requiremment for the mentors - 30 minutes per month might be not enough. Also the mentors should meet sometimes and get coaching/exchange themselves so that they get something in return..
Jay: Does diploma require academic credentials, official notification in some countries.
Mike: Perhaps another word can be used, such as certificate.
Gregory: Yeah, perhaps something like "certificate of accomplishment".
Keith: I will build the form in Limesurvey. We can have the form in the website with an iframe.

Updating individual members

Hello Keith,
I am Virgilio from Ecuador, few months ago I made my donation in order to be an individual member but still I am not on the list on the webpage. Please I want to involve in the party and create one in my country.
Thank you very much.
Mike: I asked Bastian if the person paid.
Bastian indicated that he has not seen that any fee has been paid.
Mike will examine where this person sent their payment.
Bastian: We have a list in the Wiki but not in the website.

5.2 - Working Groups Update

  • SCENE Google grant working group 13.10. 12:00 UTC/14:00 CEST
Gregory: I asked Richard Stinnner to make a presentation for us on managing and using the Google Ads. I also asked him whether he could be working with us in the long run. He and his team have a very long experience in online advertisement.

5.3 Economic Update

Bastian is still waiting on the access - Gregory is going to call the Bank for clarification.
The information in the wiki is current. https://wiki.pp-international.net/wiki/index.php?title=Finances
Keith: Comment on the Kraken account - it's in my name, so I need to give access to Bastian. We should get in touch over this.
Bastian: Yes, I've put it onto my to-do list.

5.4 ECOSOC/UN

5.4.1 IGF Booth

Gregory: We got a booth confirmed; December 6th to 10th in Katowice, Poland.

https://www.intgovforum.org/en/dashboard/igf-2021 Registration is open.

Gregory: We need a schedule for manning the booth. We'll need help, especially from the Czech and Polish Pirates. We'll give the volunteers to get registered for the event.
Mike: I'll prepare a schedule (some spreadsheet) and ask the PPPL and PPCZ specifically to participate; I will definitely come for at least one or two days.
Gregory will write a Call for Help and send it to the pp-leaders and polish pirates.

5.4.2 WTO MC12

We got accreditation to the WTO Ministerial Conference in Geneva 30.11 - 03.12 - and we are allowed to send up to four delegates. Who would like to go?

  • Carlos
  • Gregory
Gregory: WTO is not a UN organistaion, but we're still approved to participate. There's a lot of networking opportunities. We can also submit a paper that will be posted and distributed to the participants. Last time we called for copyleft licenses. We should also write to the PP Leaders whether they have someone wanting to come. Or we can ask our MEPs. Especially Marcel.
the deadline for registering delegates is 29.10.

5.4.3 Geneva events

https://indico.un.org/category/0/overview?date=2021-10-04&period=week&detail=event&openonly=false&location=Palais+des+Nations

Please look at the upcomming UN Events in Geneva and help identify those with special interest to the Pirates, so that Carlos can visit those.
Gregory: Anyone wanting to visit any of the UN events, they need to get in touch with the board. After the CAO and chair (Gregory for now as Bailey's passport is invalid now) are registered.

5.5 PPI HQ update

We are waiting for passports from...Bastian, Bailey, Manuel, Dario. We also need an update on Manuel's address.

6 AOB - Any other business

ThinkTwice conference 2022

Gregory: We should start planing the TT again - somewhere late spring 2022
Mike will contact PPCZ to clarify on the available dates for the venue.
Once we have it confirmed, we can start planning the content again, sending out CfP, selling tickets, etc.

Next Online-GA -Proposal 4th/5th Dec 2021 or December 11th/12th or January 08/09th 2022

Gregory: the PPEU have the Council meeting on Nov 27th/28th. I would prefer the second weekend in December, as I have another event in Barcelona on Dec 4th/5th, and it is between WTO and IGF meetings....
Bastian: I prefer the first weekend.
Mike: I prefer the latter one. I have school the first one. But I can probably do both.
Keith: we could also move it to January. December is just very full of stuff.
Bastian: we have a whole lot going on in December, so we should go for the second weekend in January
Mike: Works for me.
Gregory: Works for me too.
